IMPROVING SAFETY & WORKERS COMPENSATION PERFORMANCE

PERIOD:
  • 2000-2002
CHALLENGE:
  • Recent history of fatal and other serious accidents in Victoria and
    SA
  • Safety managed on a state and business unit basis.
  • Three massive tomes of prescriptive procedures existed, catering
    to approximately 60% of workforce
  • Workers compensation premiums high in Victoria, self insured in SA
  • Cash poor business
ACTION:
  • Audited safety systems and performance of main sites and business
    units
  • Identified immediately available administrative workers compensation
premium savings of over $300,000 to “fund” safety initiatives
  • Proposed, and obtained board and executive sign-off, on safety plan
  • Reduced number of safety advisers significantly
  • Mandated ‘the” safety system
  • Defined the roles and expectations of line managers and supervisors
  • Provided education and role competency training for all personnel
(MD or his deputy opened and addressed every session)
  • Prepared induction training videos for future use
  • Refined the roles of retained safety advisers and supported the transition
  • Conducted a safety climate and culture survey
  • Used the results of the climate and culture survey to identify  desired
behaviours and the change program to accomplish it
  • Worked with corporate communications group to promote the change
program (Videos, slogans, stationery modifications, etc)
  • Defined several key hazard control priorities and implemented them
    with broad publicity
RESULTS:
  • Reported injury and claim rate fell away to <30% of prior rate
  • Penalties for prior incidents mitigated by companies demonstrated
    new commitment
  • Victorian WorkCover premium cost reduced by over 50% in three years
