ACHIEVING COMCARE SELF INSURER STATUS & IMPROVING PERFORMANCE

CHALLENGE:
  • Client needed initial Ministerial declaration of eligibility based on its competitive position with government enterprises
  • Once eligible client needed a resource to manage the application and related preparatory processes
  • Initial findings were that client was resource rich in OHS advisers, resource poor in claims and injury management knowledge and expertise, and was a significant under-performer
  • Safety driven by governance activity
  • High claims frequency
  • Cost almost double what may reasonably be targeted
  • Lost time injury rate had increased 20% in previous year
  • Injury management provided through safety function but not actively directed or managed by the business
ACTION:
  • Obtained ministerial declaration of eligibility Oct 2007
  • Prepared and lodged licence application Dec 2007
  • Project managed preparation
  • Project managed evaluation and licence negotiation
  • Proposed and rolling out change program to reduce injury and claim rates by at least 50% per annum and costs by a significant amount
  • Proposed resource restructure to improve value and outcomes without additional cost
RESULTS:
  • Achieved Comcare self insurer status 30 June 2008
